Current Position and Past Experience
Sally M. Johnstone is the President of the National Center for Higher Education Management Systems (SCHEMS). This followed five years as Vice President for Academic Advancement at the Western Governors University.

Prior to joining WGU, she was the Provost and Vice President for Academic Affairs at Winona State University in Minnesota. She also spent 17 years at the Western Interstate Commission for Higher Education (WICHE). Dr. Johnstone’s interests include higher education policy, inter-institutional collaborations, quality assurance, and competency-based learning.

She works with UNESCO on education and open educational resources and serves on the U.S. UNESCO Commission. Dr. Johnstone also serves on the editorial boards for Change magazine (USA) and the Journal of Open Learning (UK). She has authored dozens of articles, books, and reports on issues of integrating information and communication technology into academics.

Education, Honors and Achievements
Johnstone earned her BS and MS from Virginia Tech and her PhD in Research and Experimental Psychology from the University of North Carolina at Chapel Hill.
