Faster Technology Cycles Mean Faster Retraining Cycles
Ever-faster technological change is reshaping the labor market. The World Economic Forum reports that employers expect 39% of workers’ core skills to change by 2030, identifying technological change as the leading driver of that disruption. An analysis of U.S. job postings adds a sharper data point: The average job has seen 32% of its required skills change between 2021 and 2024, one in four jobs has seen 75% skill turnover, and the pace is accelerating, with the last three years being almost as disruptive as the previous five.
The implication for higher education is that the interval between major retraining episodes is shrinking, as are the skills acquired. What used to look like periodic professional updating is becoming a pattern of recurring bursts of upskilling and reskilling. Artificial intelligence is the most visible driver, but it is only part of a broader wave that includes biotechnology, robotics, cybersecurity, digital platforms, advanced manufacturing, healthcare technologies and education itself.
Breakthrough Technologies Are Shortening the Shelf Life of Skills
While groups of jobs are disappearing from the labor market, the most important shift is that the content of existing jobs is changing rapidly. The World Economic Forum identifies technological advances as the top trend driving skills change, pushing demand for AI and big data literacy, cybersecurity, analytical thinking and systems thinking, but the same report shows that resilience, flexibility and agility, leadership and social influence, curiosity and lifelong learning, and creative thinking are rising in importance just as sharply.
Even soft skills are evolving. Workers are expected to collaborate with digital systems, interpret increasingly complex information, adapt to continuous workflow redesign and exercise judgment in technology-mediated environments. New soft skills are emerging: a misstep in digital etiquette, a concept that did not exist a few decades ago, can damage a professional relationship or an organizational reputation, and what counts as appropriate behavior shifts as new channels emerge. The soft skill of adaptability has changed from “can cope with the occasional reorg” to “can repeatedly retool work as tools and processes change without losing performance.” Similarly, collaboration and teamwork now mean orchestrating complex, multidisciplinary, cross-functional work where technology is a constant participant.
The result is that competencies acquired early on cannot carry workers unchanged for decades. Degrees still matter profoundly, but the practical shelf life of applied knowledge inside most occupations is getting shorter. That is why retraining must happen frequently, and why higher education must be redesigned for it.
The Acceleration Spans Many industries, Not Just Tech
AI attracts most of the public attention, but current skills disruption is not an AI-only story. In healthcare, professionals are adapting to precision medicine, digital health platforms, data governance requirements and evolving reimbursement and compliance systems. In biotechnology, new therapeutic platforms, lab automation and changing regulatory expectations demand repeated learning even from highly educated scientists and technicians. In manufacturing, Industry 4.0 technologies are reshaping production environments through automation, connected systems and digital tools, increasing the need for both upskilling and reskilling across the shop floor and into management. Education itself belongs on the list: AI tools, learning analytics, digital course platforms and new models of student support are changing what educators, advisors and administrators need to know to do their jobs effectively.
The implication is straightforward. As breakthrough technologies diffuse rapidly across more sectors, the frequency of retraining rises with them. Higher education is starting to think more about supporting learners through repeated cycles of renewal, as the UCLA for Life Initiative illustrates, among other similar efforts.
One Size Does Not Fit All
Adult learners are the neamongw majority those seeking higher education services. However, their needs vary significantly by industry and by prior educational level, among other factors. Those differences matter for program design and for the capabilities organizations able to meet those training and educational needs require.
For example, different economic sectors operate at different clock speeds. Healthcare, biotech, information technology, telecommunications and parts of advanced manufacturing absorb new technologies in fast, overlapping bursts, requiring frequent and often specialized retraining. Sectors such as construction, portions of the public sector and some traditional services adopt change more gradually. They require retraining, but the cadence and content are different.
Educational attainment creates important distinctions. Workers without college degrees may need first credentials, rapid entry pathways or foundational digital skills. This has been the primary focus of most government-sponsored training programs. Workers with degrees may need targeted upskilling to keep pace within an existing occupation. Already-degreed professionals in complex roles often need something different: shorter but intellectually rigorous bursts of learning that integrate new technologies, regulatory change and applied leadership. The longstanding assumption that educated professionals can manage their own retraining independently no longer holds. They are exposed to disruption precisely because their roles sit at the intersection of technology, judgment and organizational decision making.
What Higher Education Should Do
If the interval between skill disruptions is shrinking, higher education must organize itself around recurring retraining rather than occasional return. Institutions should expect more adults to re-enter learning multiple times across a career, often in shorter bursts tied to specific waves of technological change. That means building stronger links between degrees and alternative credentials, updating programs more frequently and designing offerings calibrated to different industry clock speeds.
Because adult learners have very different support and skill-development needs, we must sustain an ecosystem of education providers that specialize in specific groups. Effective workforce development now requires distinguishing workers by industry, occupational complexity and educational background. Institutions best positioned for the next decade will be those that grasp this reality: Retraining must be continuous, differentiated and occur on multiple fronts. The open question is whether we have the vision and resources to invest in maintaining a truly vibrant workforce.
